THE DOCTOR COLIN CAIRNCROSS UNIVERSITY EDUCATION
AND ASSISTANCE TRUST FUND.

To mark the tenth anniversary of the death in 1963 of Dr. Cairncross and the establishment in terms of his will of the above Trust Fund for the benefit of the Cairncross family in Southern Africa, the rest of Africa, and overseas, the following information is presented: -

1. THE PURPOSE OF THE TRUST FUND: To provide financial assistance to members of the Cairncross family, born with and bearing the name of Cairncross, to obtain University or post-University degrees, and in certain instances to provide financial assistance to enable them to establish themselves in a business or profession. This constitutes an unique and wonderful family bequest operating in perpetuity. (For terms of eligibility for grants the relevant clauses of the will should be consulted).

2. THE FOUNDER OF THE TRUST FUND: Dr. Colin Cairncross of Johannesburg (30.11.1899 - 9.5.1963) died a bachelor, and left his entire estate to establish the Trust Fund. He was convinced of the benefits accruing from University education and was most desirous that as many members of the Cairncross family as possible should acquire such education.

Dr. Cairncross was himself well acquainted with the hardships attached to taking a University course on a meagre allowance, as this was the situation in his case - and it provided one of the reasons for his establishing his Trust Fund. His father, Thomas Lothian Lombard Cairncross, who became a widower in 1903 shortly after the birth of his youngest child, had five children to rear on a school master's salary, and there was no spare cash in the family to enable his son Colin to obtain the medical degree on which he had long set his heart. Colin, therefore, worked for a time as a school teacher after leaving school, and obtained thus the minimum funds necessary to begin his medical course, and he was later able to borrow a sum that just enabled him to complete it.

He started his medical course at the Medical School of the University of the Witwatersrand in Johannesburg and concluded it at Edinburgh University in Scotland where in 1929 he gained his L.R.C.P., L.R.C.S. (Edin.) and L.R.F.P.S. (Glas.). After doing locum work in Scotland and South Africa, he set up in private practice in Johannesburg in 1932 where he remained until his death in May, 1963.

An appreciation of him and his work, written by his friend and colleague Dr. A.L. Agranat of Johannesburg appeared in the South African Medical Journal of June 30th 1963, and was reproduced by kind permission of the editor of the journal in Supplement No. 1 of "Cairncross, the History of a Scottish Family" appearing in 1964.

3. CLAUSES OF THE WILL OF DR. COLIN CAIRNCROSS RELATING TO HIS TRUST FUND are Nos.4 (Sections 1-21), 5 and 6,

4. THE CONTROLLING BODY OF THE TRUST FUND - THE SELECTION COMMITTEE (In the order as nominated in the Will of DR. COLIN CAIRNCROSS).

(a) THE MANAGER OF BARCLAYS BANK D.C.O., SIMMONDS STREET, JOHANNESBURG, who expressed regret that pressure of work did not permit him to attend meetings of a family Trust Fund. The Selection Committee accepted this decision with regret. The Manager stated, however, that the Trustee Department of the Bank would be prepared to undertake the management and distribution of the finances of the Trust Fund. This offer was gladly accepted by the Selection Committee, as it was in accord with the express wish of Dr. Cairncross on the matter, as stated in his Will.

(b) THE PRINCIPAL OF THE UNIVERSITY OF THE WITWATERSRAND, JOHANNESBURG, who also expressed regret that pressure of work did not permit him to attend meetings of a family Trust Fund. The Selection Committee accepted his decision with regret.

(c) MISS MARGARET READ BANGLEY, RESIDENT IN JOHANNESBURG, a University graduate and retired school teacher and a close friend of Dr. Cairncross from 1931 until his death in 1963, expressed willingness to serve on the Selection Committee in her capacity of its Life Trustee.

(d)A PRESBYTERIAN MINISTER RESIDENT IN JOHANNESBURG, The Rev. Alasdair Paterson, M.A. Minister of St. George's Presbyterian Church, Joubert Park, Johannesburg, who delivered a moving address at the Funeral Service he conducted of Dr. Cairncross, expressed willingness to serve on the Selection Committee and to act as its Honorary Secretary. The Selection Committee owes him a debt of gratitude for his able services in his office.

(e) MR. H. M. D. CAIRNCROSS, RESIDENT IN JOHANNESBURG, nephew of Dr. Cairncross, being the son of his elder brother McLaren, expressed willingness to serve on the Selection Committee and to act as its Chairman.
NOTE: The Selection Committee asked MR. B.L. CAIRNCROSS OF GEORGE, CAPE PROVINCE, COCOMPILER OF "CAIRNCROSS -THE HISTORY OF A SCOTTISH FAMILY," if he would be kind enough to help them in an advisory capacity, as they felt that his intimate knowledge of all branches of the Cairncross family in Southern Africa would be of invaluable assistance to them. Mr. Cairncross expressed willingness to do so. The Selection Committee also owes him a debt of gratitude for his services.

5. FINANCES OF THE TRUST FUND: Dr. Colin Cairncross left an Estate of approximately R70,000. Death duties and claims amounted to approximately R10,000 leaving a net total of approximately R60,000 available for the Trust Fund.

Two thirds of the yearly interest on this amount is willed to Miss M.R. Bangley for her lifetime, leaving one third for the Trust Fund during that period. The amount available for the Trust Fund has averaged R1,500 per annum, varying according to prevailing interest rates. Of this amount honoraria of R100 each are paid annually to the Honorary Secretary and to Mr. B.L. Cairncross for their services to the Selection Committee. The rest of the money is available for beneficiaries. No set amount is allocated to each beneficiary; the money he receives annually depends on his home circumstances, whether he is resident at a University or not, whether his course carries certain emoluments with it (such as a Chartered Accountant's Course) etc. Any money not used for beneficiaries during any year, is placed in a reserve fund for the Trust Fund - of which both capital and interest, are available at any time when required by the Selection Committee.

6. MEETINGS OF THE SELECTION COMMITTEE.

1. IN MAY, 1984 - To establish the Trust Fund, and to draw up a brief constitution for it in accord with the terms of the Will of Dr. Colin Cairncross.

11. IN DECEMBER 1964 - The estate of Dr. Cairncross having been wound up by the Executors (Barclays Bank D.C.O. Simmonds Street, Johannesburg) - its assets were made available by them to the Selection Committee who formally took control of them in accordance with the terms of the Will of Dr. Cairncross. (These assets were handed back to the Bank by the Selection Committee to be invested).

111. IN FEBRUARY, 1965 - to authorise the advertising of the Trust Fund in the press of Southern Africa and to request Mr. B.L. Cairncross to prepare leaflets giving details of the TRUST FUND as regards eligibility of beneficiaries etc. to be sent to all those interested.

IV. IN SEPTEMBER, 1965 - to consider replies to advertisements.

V. THEREAFTER, 1966 - 1972 - Yearly meetings to choose beneficiaries, to authorise the bank to make them annual grants, to consider their progress etc. (Each beneficiary must submit a yearly report from his University of his progress in his studies etc.) The Selection Committee may use its discretion in condoning a year's failure in certain circumstances.

7. BENEFICIARIES OF THE TRUST FUND:

1. 1966 - IAN RICHARD, SON OF MR. R.G. CAIRNCROSS OF WYNBERG, CAPE TOWN, taking a three year arts course at the University of Cape Town. (Unfortunately Ian failed the first year of his course twice and his grant was therefore discontinued with regret.)

11. 1968 - JOHN MICHAEL, SON OF MR. W.B. CAIRNCROSS, OF STANDERTON, TRANSVAAL, taking a five year Chartered Accountant's Course at the Natal University - Pietemraritzburg Branch.

111. 1989 - MOIRA, DAUGHTER OF MR. A.S. CAIRNCROSS OF VREDE, ORANGE FREE STATE, taking a four year Home Economics Course at Stellenbosch University.

1V. 1970 - RAYMOND LILBURNE, SON OF MR. B.L. CAIRNCROSS OF GEORGE. CAPE PROVINCE, taking a three year Librarian's (Correspondence) Course at the University of South Africa.

V. 1971 - MICHAEL, SON OF THE LATE MR. M. CAIRNCROSS AND HIS WIDOW, NOW MRS. W. VAN DER MERWE, OF FLORIDA, TRANSVAAL, taking a five year course in Law at the Rand Afrikaans University.

VI. 1972 – BRUCE, SECOND SON OF MR. W.B. CAIRNCROSS OF STANDERTON, TRANSVAAL, taking a five year Chartered Accountant's Course (Correspondence) at the University of South Africa.

8. IN CONCLUSION. The Selection Committee of the Trust Fund extends its best wishes for success in their University Courses and in their subsequent careers to all beneficiaries - present and to come - of the Doctor Colin Cairncross University Education and Assistance Trust Fund. For them to have this success would be in accord with the earnest desire of the Founder of the Trust Fund who was very proud of the Family of Cairncross.

In his Will Dr. Colin Cairncross makes provision for the continued administration of his Trust Fund in the years to come.

It is his desire that the Trustee Department of Barclays Bank DCO he appointed to manage the finances of his Trust Fund in the first place continue always to do so, while a certain number of beneficiaries of the Trust who have obtained University degrees join the Selection Committee of the Trust Fund from time to time to aid it in its decisions.

In this way members of the Cairncross Clan will be helping to administer a Cairncross Trust Fund for the benefit of the Cairncross Clan in Africa and overseas - A fine record for a family group.
